Nearly 40,000 Overseas Building Products Approved: Will Construction Costs Fall?

 


New Zealand has opened the door to tens of thousands of building products certified under recognised overseas schemes. The policy is intended to increase competition, improve choice and reduce the cost and delay created when compliant products must be assessed again locally. For construction projects in Hamilton, Cambridge and the wider Waikato, the change could help—but lower project costs are not guaranteed.

Why product recognition matters

New Zealand is a small, distant market. Some building products have limited local competition, and specialist systems can be expensive or slow to obtain. Recognising products already certified in comparable countries can reduce duplication and allow Building Consent Authorities to accept a wider range of evidence.

Government statements in early 2026 referred to nearly 40,000 additional approved products. In theory, greater supply should place downward pressure on prices and provide alternatives when a familiar product is unavailable.

The practical effect will depend on merchants, importers, designers and contractors. A product listed as acceptable is not automatically stocked in Hamilton or supported by an experienced local installer.

Product price is not installed cost

Clients often compare the unit price shown on a quotation. The more useful measure is installed cost across the life of the project.

An imported cladding system may have a lower purchase price but require special fixings, installer training or additional design. A mechanical product may be cheap initially but difficult to service. A membrane may need compatible primers and accessories that are not readily available.

Installation time, freight, waste, warranty and future replacement all affect value. The cheapest product can produce a higher total cost if the construction team has to learn the system under programme pressure.

Suitability for Waikato conditions

Overseas certification confirms performance against a recognised standard or scheme, but the product must still suit its use. Waikato buildings experience humid conditions, strong ultraviolet exposure, wind-driven rain and varied rural, urban and industrial environments.

Designers should check durability, corrosion exposure, moisture management, fire performance, acoustic requirements and compatibility with adjacent materials. Product literature must be read against the actual consented design, not treated as generic marketing.

For exterior systems, maintenance obligations should be clear to the owner. A product may comply while still requiring regular cleaning, coating or seal replacement to achieve its expected life.

Documentation remains critical

Building consent applications need clear evidence showing how the proposed system complies. That may include certification, technical data, details, limitations and installation requirements.

Contractors should confirm that products delivered to site match the approved specification. Similar names and model numbers can conceal important differences. Delivery records, batch information, photographs and installer statements may later support the Code Compliance Certificate.

Substitutions should follow a documented approval process. A product accepted under one system cannot be swapped informally for another simply because a supplier says it is equivalent.

Supply-chain risk may improve—or move

More suppliers can make the market more resilient. If one local product is unavailable, a recognised overseas alternative may keep the programme moving. Competition can also encourage established suppliers to improve pricing and service.

However, importing introduces currency, shipping, customs and international supply risks. Replacement stock may be weeks away. A contractor should assess lead time and order status before relying on a product in a critical sequence.

For commercial projects, spare parts and maintenance support can be more important than opening price. Building owners need systems that can be repaired throughout the asset’s life.

Local labour capability matters

A compliant product can still fail through poor installation. New systems require readable instructions, appropriate supervision and, in some cases, certified installers.

Main contractors should include quality checks in the inspection and test plan. Hold points may be needed before membranes, fixings or concealed components are covered. Samples or trial installations can resolve uncertainty before work is repeated across a building.

Where savings are most likely

The strongest savings may arise where a product has clear documentation, established overseas performance and straightforward installation. Standard components, fixings and manufactured systems may benefit more quickly than highly integrated products requiring local design and servicing.

Clients should ask the design and construction team to compare alternatives on total cost, programme and risk. Value engineering should preserve required performance rather than simply remove specification quality.

Before approving an alternative, ask four practical questions: Is it accepted for the proposed use? Can it be supplied within the programme? Who is qualified to install it? Who will honour the warranty in New Zealand? A written comparison should identify changes to design, labour, accessories or maintenance. This gives the client a genuine value decision instead of a superficial product-price comparison.
