The Construction Risks WorkSafe Is Focusing On

 


Construction remains one of New Zealand’s highest-risk industries.

WorkSafe reports that the sector accounts for approximately 15% of work-related fatalities and serious injuries. It also has the largest number of workers exposed to toxic dusts and fumes.

WorkSafe expects to allocate around one-third of its targeted frontline activity to construction because of the sector’s high levels of acute and chronic harm.

For every commercial construction company, this means health and safety must be visible in planning, supervision and daily site decisions.

Falls from height

Falls remain one of the most obvious construction risks.

Work at height includes roofs, scaffolds, ladders, mobile platforms, floor edges and temporary access systems.

The first question should be whether the work can be completed from the ground or from a protected platform.

Where height work cannot be avoided, the project team should select controls appropriate to the task.

These may include edge protection, compliant scaffolding, mobile elevating work platforms or fall-arrest systems.

Harnesses should not be treated as the automatic solution. They require suitable anchor points, training, inspection and rescue planning.

Vehicles and mobile plant

Chronic health risks can be less visible than physical injuries but equally serious.

Dust should be controlled at the source through methods such as wet cutting or effective extraction.

Respiratory protective equipment may be required as an additional control, but it should not replace dust suppression where suppression is reasonably practicable.

Asbestos presents a separate risk, particularly in refurbishment and demolition.

Commercial construction involving existing buildings should include appropriate surveys and procedures before intrusive work begins.

Unexpected suspect materials should trigger an immediate stop and assessment.

Excavations

Excavations can collapse without warning.

Risks include ground failure, underground services, water, plant movement and workers falling into the excavation.

Before excavation, the contractor should confirm service locations and assess soil conditions.

Support, battering or shielding may be needed depending on depth and ground conditions.

Excavated material and heavy plant should be kept back from the edge where their weight could contribute to collapse.

Access must be safe, and excavations should be inspected after weather or site conditions change.

Multiple businesses on one site

Commercial construction sites commonly involve several businesses operating at the same time.

The Health and Safety at Work framework requires businesses with overlapping duties to consult, cooperate and coordinate.

A main contractor cannot manage risk effectively without information from subcontractors. Subcontractors cannot assume the main contractor controls every activity.

Coordination should cover programme, access, temporary works, hazardous substances, isolations, lifting operations and shared work areas.

Pre-start meetings should focus on the actual work planned for the day.

Changing site conditions

Construction sites change continuously.

A safe access route in the morning may be obstructed by materials in the afternoon. Edge protection may be removed temporarily. A new subcontractor may begin work without understanding existing controls.

Supervision must therefore be active.

Regular site inspections should look for emerging conditions, not only repeat a standard checklist.

Workers should be encouraged to report risks and stop work where controls are missing.

Health and fatigue

Long hours, travel, physical work and programme pressure can increase fatigue.

Fatigue affects judgement, reaction time and communication.

Commercial construction programmes should not rely indefinitely on excessive hours to recover delays.

Mental health and wellbeing also require attention. Uncertainty, financial pressure and workplace conflict can affect workers’ ability to operate safely.

Supervisors should know how to respond when a worker appears unfit for work.

Documentation versus real control

Site-specific safety plans, task analyses, permits and inspection forms are important, but documents are not the final objective.

The objective is controlled work.

A form signed without discussion does little to prevent harm.

Effective safety systems are understood by workers and reflected in site behaviour.

A commercial construction company should be able to explain who is responsible, what the main risks are and how controls are verified.

Upcoming legal change

Amendments to the Health and Safety at Work Act received Royal Assent on 13 July 2026, with changes scheduled to come into effect on 1 April 2027. Businesses should review official WorkSafe guidance as implementation information becomes available.

Until then, existing duties continue to apply.

Businesses should not delay practical safety improvements while waiting for legislative changes.
