Energy efficiency is now a central design and construction
issue for New Zealand buildings.
Clause H1 of the Building Code sets requirements for
limiting energy use and supporting adequate indoor conditions. The rules affect
insulation, glazing, thermal bridges, heating systems and the methods used to
demonstrate compliance.

The second deadline: 26 November 2026
Previous versions of H1/AS1, H1/AS2, H1/VM1 and H1/VM2
remain available during a transition period ending on 26 November 2026.
These documents cover different building types and methods
of demonstrating energy-efficiency compliance.
The deadline does not mean every project must suddenly
redesign on 26 November. The applicable requirements depend on when the consent
application is submitted and the compliance pathway used.
However, projects in design during 2026 need an early
decision. A project that expects to lodge late in the year should be designed
to the new documents unless the team has confirmed that the earlier pathway
will remain valid.
Why H1 affects construction, not only design
H1 compliance is often treated as a calculation completed by
the designer. In reality, site workmanship determines whether the designed
performance is achieved.
Insulation can lose effectiveness when it is compressed,
displaced or installed with gaps. Thermal performance can also be reduced by
framing, structural steel, poorly detailed junctions and service penetrations.
Windows and doors require correct installation, sealing and
flashing. The selected product must match the information used in the
compliance assessment.
For commercial construction, coordination with mechanical
and electrical services is equally important. Plant selections, control
systems, ductwork, pipe insulation and commissioning may all affect compliance.

which elements are critical and ensure they are not altered casually during
procurement or installation.
Product substitutions need proper review
Cost pressure and supply constraints often lead project
teams to consider alternative products.
A substitution should not be approved only because the new

other Building Code clauses. Supporting information should be provided to the

discovered after tender.
Value engineering should focus on whole-building performance
rather than removing individual components in isolation. A cheaper window, for
example, may require changes elsewhere to maintain compliance.
The cheapest compliant design is not always the most durable
or comfortable design. Clients should consider operating costs, maintenance,
condensation risk and occupant experience.

Projects targeting consent submission in 2026 should
complete an H1 review.
The team should confirm:

- The
applicable H1 document versions.
- The
selected compliance method.
- Whether
calculations match the final product selections.
- Which
site details require quality inspections.
- Whether
commissioning and completion records are required.
